Joint Communiqué
1. The first meeting of the North/South Ministerial Council in Transport Sectoral Format was held in Belfast, on Tuesday 19 December 2000 to discuss enhanced co-operation in transport matters.
2. The Northern Ireland Executive was represented by The Rt. Hon. David Trimble, MP, MLA, First Minister, Mr. Seamus Mallon, MP, MLA, Deputy First Minister and Mr Sam Foster, MLA, Minister of the Environment. The Irish Government was represented by Mrs Mary O'Rourke, T.D., Minister for Public Enterprise and Mr Noel Dempsey, T.D., Minister for the Environment and Local Government.
3. The Ministers acknowledged the significance of the occasion as the first meeting of the North/South Ministerial Council in its Transport Sectoral Format.
4. The Council reviewed the level of existing co-operation North and South on transport issues and discussed the matters for enhanced co-operation in transport that were mandated by the Inaugural Plenary of the North/South Ministerial Council in Armagh on 13 December 1999.
Programme of Work
5. Strategic Transport Planning
The Council agreed that the NSMC Joint Secretariat should convene early meetings of officials to prepare a detailed work programme based on the identified opportunities for co-operation, with a view to submitting it for approval to a future meeting of the Council.
The options identified for possible co-operation on Strategic Transport Planning were:
- the exchange of information on the transportation aspects of Northern Ireland's Shaping our Future draft, Ireland's National Development Plan and the proposed National Spatial Strategy and consideration of the implications, if any, for transportation strategies in both jurisdictions especially for cross-border transportation development;
- the review of strategies for the development of cross-border national/arterial roads with a view to the identification of investment priorities and the improved co-ordination of planning for those routes;
- the review of the scope for further development of cross-border rail and bus services and for improved integration of services in areas such as co-ordinated timetables and passenger information;
- the identification of opportunities for practical co-operation on the implementation of specific transport projects;
- the exchange of information and experience on urban transport matters and the identification of specific projects on which practical co-operation might be of value to urban authorities in both jurisdictions;
- the exchange of information and experience on the implementation of public private partnerships in transport;
- the exchange of information and experience on rural/local transport provision, including in particular consideration of possibilities for practical co-operation on projects in border areas;
- the review and co-ordination of activities designed to advance sustainable transport.
Road Safety
6. The Council noted the existing successful co-operation between the administrations on road safety campaigns and congratulated the agencies concerned on the most recent campaign "SHAME" currently being promoted.
The Council approved a programme for enhancing North/South co-operation on Road Safety and agreed that the North/South Ministerial Council Joint Secretariat should convene an early meeting of officials to consider the detailed arrangements and timescales for taking this forward with a view to reporting back to a future meeting of the Council.
The programme includes:
- joint road safety campaigns - these will continue to be promoted by the Department of the Environment in Northern Ireland and by the National Safety Council with one such campaign envisaged annually. The Council also decided that co-operation in this area will now extend to post-campaign evaluations and/or attitude surveys to assess the effectiveness of these campaigns;
- examination of the possibility of joint promotion of road safety educational initiatives and the development of a North/South network of professionals operating in the area of road safety education;
- exploration of the scope for developing mutual recognition of penalty points for endorsable road traffic offences and mutual recognition and enforcement of driving disqualification between both jurisdictions to ensure that no driver regards the border as providing the opportunity to escape his or her responsibility to society;
- research undertaken by the appropriate authorities, North and South, on road accident matters in certain border areas;
- exchange of information between authorities North and South on road safety programmes, targets and priorities, and the review of these. Towards this end the Council also agreed that a joint meeting of relevant organisations should be held to assist this process;
- exploration of the scope for developing a common basis of road safety reporting and information systems North and South.
Rail Safety
7. The Council agreed that the North/South Ministerial Council Joint Secretariat should convene early meetings of officials to prepare a detailed work programme based on the identified opportunities for co-operation, with a view to submitting it for approval to a future meeting of the Council.
The options identified for further co-operation on rail safety were:
- continuing review of the legislative proposals to update the regulatory framework for railway safety with a view to ensuring complementarity between the future regulatory arrangements in both jurisdictions;
- review of the arrangements for the implementation by the railway companies of railway safety in respect of cross-border rail services and of the arrangements for the notification and investigation of accidents and incidents;
- consultation in relation to EU legislative proposals regarding, or having implications for, railway safety;
- review of the scope for the development of common or complementary railway safety standards, rules and guidelines;
- exchange of information and experience between the railway inspectorates on railway safety generally and on specific railway accidents or incidents.
Progress on Other Council Work
Waterways Ireland
8. The Council considered the recommendations of a Selection Panel on the appointment of a Chief Executive to Waterways Ireland, the North/South Body responsible for managing the inland navigable waterways throughout the island, principally for recreational purposes. The name of the candidate put forward by the Selection Panel was accepted by the Council and a further announcement will be made in due course following agreement on salary and conditions of service.
Special EU Programmes Body
9. The Council appointed Mr John Patrick McKinney as the Chief Executive of the Special EU Programmes Body. Mr McKinney is the Chief Executive of Omagh District Council. He will be taking up his new position early in 2001. The Council expressed its satisfaction at Mr McKinney's appointment to this significant post.
North/South Tourism Company
10. The Council also appointed the members of the Board of Tourism Ireland Limited, the newly established North/South Tourism Company, that was approved by the NSMC meeting in the Tourism Sectoral Format on 27 October 2000.
The membership of the Board is set out in the attached Annex. The Council expressed its appreciation of the high calibre of the people who have agreed to serve on the Board of the Company. Particular tribute was paid to Mr Andrew Coppel, Group Chief Executive of Queens Moat Houses plc, who has agreed to serve as Chairperson of the new Company, and Ms Ann Riordan, Marketing Manager with Microsoft Ireland, who has agreed to serve as vice-Chairperson.
Tourism Ireland will carry out functions aimed at promoting increased tourism to the island of Ireland bringing significant, tangible benefits for both Northern Ireland and the South. The Council wished the new Board well in its important work.
Date of Next Meeting
11. The Council agreed that its next meeting in Transport Sectoral Format would take place in the South in March 2001.
