OBSTACLES T0 CROSS BORDER MOBILITY

Category 5 - Agree that no further action be taken on these recommendations at this time on the grounds that the level of effort or expense which would be required to implement the recommendation cannot be justified by the nature of the obstacle(s) identified and/or that expert advice to the Steering Group indicates that the implementation of such recommendations would prove impractical or unworkable in the current context.

4. A 25 % rebate on VRT should be provided for frontier workers under certain conditions.
5. UK authorities should consider introducing tax relief for NI residents who are frontier workers, under certain conditions.
27. Government Administrations North and South should provide capital assistance to voluntary housing bodies involved in developing housing on a North/South basis to meet special housing needs.
28. The Administrations North and South should consider the introduction of a cross-border loan scheme for home purchase.
29. Local Authorities should permit access to their housing lists to residents of both jurisdictions.
48. Consideration should be given to the establishment of a Government led North/South Banking Charges Working Group to examine ways in which the banking sector can facilitate North/South labour mobility.
49. Banks should be requested to consider the feasibility of introducing selective standard charges for the personal sector.
50. Banks should consider recognising periods in employment on an island-of-Ireland basis when processing mortgage applications.
