As Joint Secretaries we are pleased to present this, the fourth Annual Report of the North/South Ministerial Council (NSMC), which covers the year 2003. The operation of the NSMC during the year was affected by the continuing suspension of the Northern Ireland Assembly, which had come into effect in October 2002.
